WINTHROP SCHOOL PARENT-TEACHER ORGANIZATION BY-LAWS

ARTICLE I: NAME

The name of this organization is the Winthrop School Parent-Teacher Organization.

ARTICLE II: OBJECTIVES

  • To promote the cooperation of the parents, caregivers, teachers, school officials and the community.
  • To promote the welfare of every child at the Winthrop School.
  • To improve communication between the home and school in order to enhance every child’s education.
  • To raise revenue and coordinate the use of resources in order to enrich the education of all children at the school.

ARTICLE III: POLICIES

Section 1. This organization shall be noncommercial, nonsectarian, and nonpartisan. No commercial enterprise and no candidate shall be endorsed by it.

Section 2. This organization may cooperate with any group, agency, or council active in child welfare, provided they make no commitments to which binds this group.

ARTICLE IV: MEMBERSHIP

Section 1. Any parent, guardian, or caregiver of students attending the Winthrop School, and teachers and staff of the Winthrop School interested in the objectives of this organization are hereinafter referred to as members of the Winthrop School Parent-Teacher Organization or “PTO.”

No one member of the PTO shall have the authority to represent the PTO beyond duties outlined below, without prior written consent from the Principal and at least one officer of the Executive Board.

ARTICLE V: ROLES

Section 1. Officers

The Officers of this organization shall be: President, Vice-President, Secretary, and Treasurer.

Section 2. Standing Committees

The Standing Committees (and subcommittees) of this organization shall include:

Additional (Sub)Committees may be created by the Executive Board to promote the objectives and interests of this organization and these Bylaws updated accordingly at the next annual review. Each Standing Committee and its respective subcommittee(s) shall have a Chair (or Chairs), as elected or appointed by the Executive Board as outlined in Article VI. Any parent/guardian who has a student at the Winthrop Elementary School is eligible to become a committee member.  There is no limit to the number of members per committee.

Section 3. Executive Board

The Officers, Standing Committee Chairs, Subcommittee Chairs, Principal, and Teacher Representative(s) (appointed by the Principal) shall constitute the Executive Board. If an Office or Standing (Sub)Committee is co-chaired, then such co-officer or co-chair shall also be deemed part of the Executive Board.

ARTICLE VI: ELECTIONS

Section 1. Officers

The officers shall volunteer via the Elections Nomination Procedure (Article VI, Section 3). Any office may be co-chaired except for the Treasurer. Officers shall serve for a term of at least one year and may remain in office for a maximum of three years, or longer if no successor is available. There shall be a five-year limit to serving on the Executive Board in any capacity unless no successor is available.

Section 2. Standing (Sub)Committees Chair(s)

The Standing (Sub)Committee chair(s) shall volunteer via the Elections Nomination Procedure (Article VI, Section 3). The Chair(s) shall serve for a term of at least one year and may remain in office for a maximum of three years, or longer if no successor is available. There is no limit as to the number of years one may participate in the various committees. 

Section 3. Elections Nomination Procedure 

Each spring, the Vice President and Secretary, in consultation with the other Officers, will work together to organize the process to fill the Executive Board for the coming year. This process will be clear and transparent, and communicated to all caregivers of children attending the Winthrop School by early spring, at least one month prior to the anticipated Election.

The communication regarding this process must: 

  • outline all positions on the Executive Board and Standing (Sub)Committees that require new volunteers
  • describe the responsibilities of each Office or Chair position
  • give an approximate time commitment (where practicable) for the position as outlined in this document
  • describe the method for expressing interest in a position (for example, sending an email to the WinthropPTO email address) 
  • give a deadline for submitting interest

If there is only one volunteer for a position, the Vice President or their designee may make a motion to appoint that volunteer to the position without following the full Voting Procedure (Article VI, Section 4). In this case, the approval of the motion will follow a simple majority of the Executive Board present at the meeting. The nominee may not vote on this motion.

If more than one candidate volunteers for a single position, the Vice President and Secretary may review the volunteer submissions in their entirety and re-contact volunteers for certain positions to see if they are willing to change their submission so that all roles may be filled.

The Vice President and/or Secretary shall present a list of consenting volunteers for positions at a meeting of the Executive Board, prior to the vote/appointments.

Section 4. Voting Procedure

Scheduled voting for elected positions will take place annually in the spring. Voting for elected positions will be done electronically, and to the extent practicable, anonymously. The voting period shall be for no fewer than 24 hours and no greater than 72 hours.

Voting access shall be granted only to eligible Executive Board members.

  • The Principal and Teacher Representatives shall not vote in elections, but serve in an advisory capacity. 
  • Volunteers must abstain from voting for a position in which they are a candidate. 
  • Eligible voting members do not need to be present at the preceding meeting to vote in elections. 

After a vote, all results shall be communicated to the Executive Board within 72 hours, and shall be noted in the minutes of the next monthly meeting.

Section 5. Vacancy

Any Executive Board member may resign at any time by giving written notice. To the extent feasible, notice shall be communicated with at least two PTO meetings’ time before the last day of service.

At the Officers’ discretion, any Executive Board member not fulfilling the duties of their role shall be asked to resign, and the position will be filled via the Elections Nomination Procedure (Article VI, Section 3).

A vacancy occurring among the Officers except the President shall be filled by following the Voting Procedure (Article VI, Section 4), until the time of the next regular election for that position. In the event of a vacancy in the office of President, the Vice President shall succeed in that office for the remainder of the school year. In the event of a vacancy in a (Sub)Committee Chair role, the replacement Chair shall be nominated and then appointed by a motion at a regular meeting of the PTO. 

ARTICLE VII. Motions and Non-Election Voting

Section 1. Eligibility

Executive Board members are entitled to one vote each regardless of the number of offices he/she holds and the number of committees on which he/she serves. Each Executive Board member shall be eligible to vote if present at the meeting. The Principal is not eligible to vote but serves in an advisory capacity.

Section 2. Quorum

Nine members of the Executive Board shall constitute a quorum. A simple majority vote of the quorum is binding.

Section 3. Emergency Voting

If action is required before the next scheduled organization meeting, the President may conduct a telephone/email poll of Executive Board members to determine which action is to be taken. A majority vote will prevail provided the President has made an earnest attempt to contact all Board members. The President will report the results at the next scheduled organization meeting.

Section 4. Presentation of motions 

Any member present may announce a motion for consideration by the Executive Board, exception being the President and the Principal, who may not present motions. Any member may put forth a motion to the Executive Board to poll the full PTO membership for input, prior to voting on a particular measure.

ARTICLE VIII: DUTIES OF THE OFFICERS

Section 1. The President

  • Shall preside at all meetings of the organization.
  • Shall confirm dates for monthly organization meetings in September and review with the Principal.
  • Shall prepare the agenda to be presented to the members of the organization for each scheduled monthly meeting, finalized 48 hours prior to the meeting.
  • Shall communicate with the caregivers of the students as deemed necessary.
  • Shall, if schedules permit, attend a Staff Meeting in the fall to introduce the PTO, discuss reimbursement processes, and other initiatives that may impact the teachers.
  • Shall send a Welcome Communication in the fall, and other letters as necessary, to parents/guardians of the school updating PTO activities and status.
  • Shall be authorized to sign checks in the absence of the Treasurer.
  • Shall appoint a representative to attend Citywide PTO meetings once per month.
  • Shall ensure the PTO is abiding by the Bylaws and ensure that the Bylaws are up to date.
  • Shall support (Sub)Committee Chairs in their efforts to coordinate and execute PTO activities, ensuring correct parties are notified and in-synch, where needed.
  • Shall represent the Winthrop PTO on inter-school PTO efforts and events.
  • Shall perform all other duties pertaining to this office.

Section 2. The Vice President

  • Shall attend all meetings of the organization.
  • Shall coordinate room representatives for each classroom.
  • Shall obtain contact information for room representatives and other volunteers as needed.
  • Shall organize creation and updating of the Winthrop Student Directory.
  • Shall select room representatives by lottery or other process as requested by The Bridge or the Principal; after which the list will be reviewed with the Principal.
  • Shall contact assigned room representatives and ensure that they are aware of their duties as specified by The Bridge.
  • Shall maintain communication templates for room representative use.
  • Shall organize volunteers in coordination with (Sub)Committee chairs as needed.
  • Shall fulfill the Secretary’s duty of keeping minutes during a meeting in the event that the Secretary is unable to serve.
  • Shall serve as President in the case of a vacancy in the Presidency mid-term.
  • Shall organize the Elections Nomination Procedure (Article VI, Section 3) for Executive Board Elections, with the Secretary.
  • Shall perform all other duties pertaining to this office.

Section 3. The Secretary

  • Shall record accurate minutes for all meetings.
  • Shall ensure that the Officers receive and review the minutes before the next scheduled meeting.
  • Shall electronically distribute a copy of the minutes as part of the next meeting’s agenda.
  • Shall ensure that all minutes and documents associated with PTO are filed in the appropriate location on the PTO Google Drive or other storage mechanism, as deemed appropriate by the Executive Board.
  • Shall maintain and update the PTO Bylaws.
  • Shall organize the Elections Nomination Procedure (Article VI, Section 3) for Executive Board Elections, with the Vice President.
  • Shall perform all other duties pertaining to this office.

Section 4. The Treasurer

  • Shall prepare a proposed PTO budget in late Spring for approval by the Executive Board by no later than August of the upcoming school year.
  • Shall receive for each event funded by the PTO, a detailed summary of expenditures and receipts from each committee chairperson.
  • Shall maintain and reconcile all PTO bank statements.
  • Shall provide Melrose PTO, Inc. with any relevant financial statements.
  • Shall pay out funds only as authorized by the organization.
  • Shall present a financial report at every monthly meeting of the organization and at Executive Board meetings (when applicable).
  • Shall serve as a Director of Melrose PTO, Inc.
  • Shall work with Melrose PTO, Inc. re: audits of the bank account of the organization which shall be subject to review audit as directed by Melrose PTO, Inc.
  • Shall provide access to any member of the Executive Board that requests to review the bank account at any time by contacting the Treasurer.
  • Shall accept all monies collected at fundraisers accompanied by a detailed deposit slip signed by the PTO member(s) responsible for the event.
  • Shall collect all contributions to the PTO.
  • Shall provide educational materials and information about use of PTO funds upon request.
  • Shall perform all other duties pertaining to this office.

ARTICLE IX: DUTIES OF THE STANDING COMMITTEES

Section 1: Responsibilities of (Sub)Committee Chairs

  • Shall be the main liaison between the (Sub)Committee and the Executive Board.
  • Shall have a representative present at every monthly meeting of the organization to report the progress and results of committee activities. 
    • Subcommittee Chairs shall be present for at least one meeting immediately prior to and immediately following the Subcommittee event or activity, but are not required to attend all meetings.
    • If a Chair or a representative cannot be present, they shall provide the Officers with a report on activity 48 hours prior to the meeting.
  • Shall communicate with all (Sub)Committee members on a regular basis to organize, discuss, plan and delegate the various details of the event.
  • Shall work with the DEIB Committee to create a sense of community and belonging for all our school families.
  • Shall complete required Event Proposal forms in advance of a new Event/funding approval by the PTO.
  • Shall coordinate all required volunteers, with the assistance of the Vice President when necessary, and verify volunteer status with The Bridge for all volunteers interacting with students.
  • Shall be responsible for set-up and clean-up of all (Sub)Committee events, with volunteer help as needed.
  • Shall create or maintain documentation of all necessary steps to carry out the Committee’s activities, stored with the PTO’s files (Google Drive or physical, as required).
  • Shall annually update estimations of the time commitment of the (Sub)Committee Chair in the PTO documentation.
  • Shall be accountable for reporting and monitoring the budget for the Committee and promptly submitting reimbursement requests. Subcommittee chairs shall be responsible for reporting their Subcommittee budgets to the Committee Chair and/or the Executive Board as a whole.
  • Shall share with the Executive Board, a completed outcome report after each (Sub)Committee event or activity.
  • At the final meeting of the year, all (Sub)Committee Chairs shall make recommendations for any significant changes in scope/activities of their (Sub)Committee for the following year and present a proposed schedule of events for their (Sub)Committee for the following year, where applicable. See Article X, Section 4.

Section 2. Responsibilities of the Fundraising Committee

  • Shall be responsible for implementing fund-raising events in accordance with the school calendar to support funds brought in by the PTO member contributions.
  • May direct fundraising activities beyond the Winthrop School community and may request assistance from other (Sub)Committees when needed.
  • Shall prepare a schedule of targeted fundraising activities for the following year for approval of the Executive Board at the final meeting of the school year. At this time, the Executive Board may earmark fundraisers that may need further discussion.

Turkey Trot Subcommittee

  • Shall organize the annual Turkey Trot fundraiser, traditionally held on the Wednesday before Thanksgiving, with a rain-date of the first Wednesday after Thanksgiving break.
  • Shall maintain a Pledgestar (or equivalent) account to track donations, and assist anyone having difficulty with registration or donations.
  • Shall distribute instructions to all student families for registering runners and collecting donations.
  • Shall coordinate with the principal and school staff to create a running schedule.
  • Shall collect donations made by check, and track online donations. Submit donations and giving reports to the Treasurer.

Winthrop Wednesday Subcommittee

  • Shall plan fundraising events at local restaurants/stores/sports teams or similar, on monthly early release days. A portion of the fundraising shall be donated by the business back to the PTO.
  • Shall provide the PTO’s Tax ID number where requested.
  • Shall provide details to the Superintendent’s office for approval, including partnering organization name, event date and time, what funds will be donated back to the PTO.  
  • Upon Superintendent approval, shall publicize the event to the Winthrop community.

Readathon Subcommittee

  • Shall organize the annual Readathon (typically in Spring).
  • Shall maintain a website to track minutes read and, where applicable, donations, and assist anyone having difficulty with registration or donations.
  • Shall distribute login information and instructions to all student families for registering and collecting donations.
  • Shall coordinate with the principal and school staff on timing.
  • Shall track online donations and coordinate with the Treasurer on accounting for funds earned.

Section 3. Responsibilities of the Hospitality Committee

  • Shall be responsible for providing refreshments for select meetings and events throughout the school year (often including Welcome Lunch for Staff, Boohoo/Woohoo Breakfast for New Families, Kindness Day, Winter Holiday Treat, Teacher Appreciation Week, Community Reading Day, and End of Year Treat).
  • Shall assemble and deliver small tokens of appreciation on select National Recognition/Appreciation Days, such as for Winthrop’s Nurse, Custodian, Secretary, Paraprofessionals, School Lunch Providers, Special Education Professionals, Principals, etc., on behalf of the PTO.

Section 4. Responsibilities of the Student Events Committee

  • Shall be responsible for coordinating student social events that may include, but not be limited to: 
    • Grade-level or multi-grade-level events
    • Fifth Grade year-end activities
    • Holiday Bazaar
    • Book Fair
    • Talent Show
    • Spirit Day
  • The purpose of such events is primarily to enhance the community spirit of the school and secondarily to enhance the budget.
  • The Chairperson shall communicate with the appropriate Subcommittee Chairs to plan the student events at appropriate times during the school year.

Grade-level Social Events Subcommittee

  • Shall support one event for each grade level outside of school hours. Events are at the discretion of the Grade-level Social Events Subcommittee, but may include:
    • New Family Pizza Party in September
    • Grade 4/5 Halloween/Fall Festival Party in October
    • Grade K/1 Dance in February
    • Grade 2/3 Game Night in March

Fifth Grade Year-End Activities Subcommittee

  • Shall work with the Principal to:
  • provide decorations and supplies for the moving on ceremony
  • organize the planning, creation and distribution of the yearbook
  • work with Spirit Day organizers for fifth grade shirts
  • support the Spirit Day fifth grade breakfast held at the Winthrop
  • support other PTO sponsored 5th grade activities as applicable
  • coordinate the class gift
  • Shall coordinate fundraising efforts to support these activities.

Holiday Bazaar Subcommittee

  • Shall be responsible for organizing the Holiday Bazaar, including working with the Principal to select a date and organize the class visit schedules.
  • Shall be responsible for purchasing items to sell at the Bazaar and coordinating delivery.
  • Shall price items to make the Bazaar a revenue neutral activity.

Book Fair Subcommittee

  • Shall be responsible for organizing the annual Book Fair.
  • Shall be responsible for reporting to the Executive Board plans for the annual Book Fair, including choice of book fair vendor.
  • Shall be responsible for working with the PTO Treasurer and book fair vendor regarding the PTO’s financial obligations and any vendor-related financial incentive programs.

Talent Show Subcommittee

  • Shall facilitate a Talent Show for Winthrop students in the Spring.
  • Shall identify a suitable location.
  • Shall create sign-ups for interested performers and communicate expectations with parents of performers.
  • Shall organize the order of performance, emcee and volunteers to support evening flow.
  • Shall collect fees to cover costs and submit to the PTO Treasurer.
  • Shall coordinate with the school Principal on scheduling.

School Spirit Day Subcommittee

  • Shall coordinate with the school Principal on scheduling.
  • Shall secure required permit(s) from the City.
  • Shall coordinate with teachers on scheduling and activities.
  • Shall organize food service for the day.
  • Shall organize rentals and entertainment required for the day.
  • Shall create and distribute a detailed schedule for the day to all stakeholders (administration, staff and parent volunteers).
  • Shall manage event budget and coordinate payment to all outside vendors.

Section 5. Responsibilities of the Student Enrichment Committee

  • Shall be responsible to identify and maintain a list of programs that will enhance the learning experiences of the children in accordance with the curriculum.
  • The Chair or a designee shall represent the Winthrop School at any city-wide Enrichment meetings.
  • The Chair or a designee shall communicate with the Principal and the classroom teachers regarding potential enrichment programs for the school year.
  • The Chair or a designee shall assist the principal and teachers in selecting and planning enrichment programs. If necessary, they will ensure that there is communication to the Treasurer to request payment for programs.

Section 6. Responsibilities of the Library Committee

  • Shall maintain the library collection in conjunction with the Elementary Library Media Specialists (ELMS), including periodic removal of outdated material, and regular ordering of new material.
  • Shall work with ELMS to make sure that the library collection is cataloged and processed consistently, including ordering library supplies as needed.
  • Shall coordinate annual training of volunteers for the library, and provide ongoing training to library volunteers as needed.
  • Shall work with room representatives as needed to coordinate all library volunteers.
  • Shall attend/participate in regular library coordinators’ meetings in the district alongside the ELMS.

MCBA Subcommittee

  • Shall facilitate the Massachusetts Children’s Book Award (MCBA) Program for 4th and 5th graders.
  • Shall coordinate the purchase of MCBA books with Library Coordinators, when the MCBA list is announced in the Spring.
  • Shall work with classroom teachers to arrange a time to promote the Program with 4th and 5th graders (once in Spring, once in Fall).
  • Shall determine eligible participants (students who read at least five books from the Program list) and coordinate voting celebration with classroom teachers.

Section 7. Responsibilities of the Communications Committee

  • Shall Update the PTO website prior to the start of and throughout the school year.
  • Shall send a periodic newsletter to subscribed caregivers, volunteers and staff.
  • Shall administer the PTO Facebook page and any other social media accounts that are created.
  • Shall monitor the Winthrop PTO email account and permissions to the PTO Google drive.
  • Shall provide assistance to any member in drafting letters, brochures or other publicity materials.
  • Shall submit information from other (Sub)Committees for dissemination to the wider Winthrop or Community audience, via Virtual Backpack or other means.

Section 8. Responsibilities of the Diversity, Equity, Inclusion, and Belonging Committee

  • Shall promote a monthly Family Resource Page and Multi-Cultural Calendar in an effort to provide educational opportunities to families surrounding upcoming local, cultural, and/or religious events.
  • Shall review all PTO-sponsored events, activities, and/or actions to create a sense of community and belonging for all our school families.
  • Shall increase visibility and celebrate multicultural events (including but not limited to: Black History Month) within the school building and community, in conjunction with the Principal.

Section 9. Responsibilities of the Community Building and Contributions

  • Shall coordinate activities at Winthrop that support Winthrop families and the greater Melrose community, in coordination with the Principal where applicable.

Community Events Subcommittee

  • Shall support citywide efforts around Kindness Day, ensuring participation in any specific tasks requested of elementary schools.
  • Shall coordinate with the Principal and school secretary to facilitate donations to families in need of support for Thanksgiving and Winter holiday gifts (Giving Tree).
  • Shall Communicate request and collect Valentine’s written by Withrop students for Veterans, mail/deliver cards.
  • Shall maintain and update timely visual celebrations of multicultural events within the school building and community, in conjunction with the DEIB Committee and Principal.
  • Shall review requests to PTO regarding other community events/fundraisers to support and, as appropriate, facilitate volunteers to participate (e.g. MAAV Walk, The Bridge Trivia Bee, Memorial Day Parade, Victorian Fair).

Adopt–A–Site Subcommittee

  • Shall be responsible for the ongoing maintenance and beautification of the exterior of the school grounds, in partnership with the city.
  • Shall schedule two clean-up days during the school year: one in Fall and one in Spring.
  • Shall purchase planting supplies and submit receipts for reimbursement.
  • Shall refresh the planters 2-3 times per school year.

Section 10. Responsibilities of the Targeted Funds Committee 

  • Shall coordinate the application process for Targeted Fund grants in coordination with Principal and PTO teacher reps twice per academic year.
  • Shall distribute and review applications with the committee members to discuss outstanding questions for applicants to determine alignment with goals of funds.
  • Shall present the grant requests to Officers prior to the PTO meeting where voting will take place.
  • Shall present applications to the Executive Board for voting on applications.
  • Shall notify all applicants of grant application status after voting.
  • Shall work with the Treasurer to fulfill approved grant requests.

Section 11. Responsibilities of the Social Events Committee

  • Shall be responsible for coordinating social events for parents/caregivers during the school year.
  • The purpose of such events is primarily to enhance the community spirit of the school and secondarily to supplement the budget.

Winthrop Open Subcommittee

  • Shall locate and secure event venue (ie. Social and Golf functions).
  • Shall manage event details, including booking dates, vendors and event requirements.
  • Shall work with the City on any raffle/entertainment permits.
  • Shall manage within the allotted budget for Food, entertainment, etc.
  • Shall create a sign-up for volunteers and include the community in the setup, running, and break-down of the event.

ARTICLE X: MEETINGS

Section 1. Organizational Meetings

The PTO meetings will be held monthly at a day and time to be organized by the President and the Principal at the beginning of each school year. The President will make this schedule available to the school community at the beginning of the school year. 

Monthly meetings shall be open to all members at which time the business of the organization will be addressed. Members are encouraged to participate in monthly meetings in person, to the extent practicable. A remote/hybrid attendance option shall be made available for those who are unable to attend in person.

At the first Executive Board meeting of the school year, all members shall review and familiarize themselves with these Bylaws, the school calendar, and the PTO budget for the present year.

During Organizational Meetings, the Executive Board shall:

  • Evaluate and approve all planned events/activities, including substantive changes made, of the (Sub)Committees.
  • Receive reports of (Sub)Committees’ recent activities.
  • Approve new line items in the budget.
  • Make changes to an existing amount for a line item in the budget.
  • Receive, evaluate and approve for payment all agreed upon items on the Targeted Funds List.
  • Vote on motions presented at meetings.

Section 2. Officers’ Meetings

There shall be at least two Officers’ meetings for budgeting purposes or as deemed necessary, held per school year—one at the beginning of the school year and one at the end of the school year.  

Section 3. Special Meetings

Special meetings of the Executive Board may be called at the discretion of the President, in which five days’ notice must be given.

Section 4. Final Meeting

The Executive Board shall have a final meeting in June to:

  • Discuss and approve potential ways on how to spend line item surplus funds, if applicable.
  • Discuss and approve the budget for the following fiscal year. 
  • Discuss recommendations for any significant changes in scope/activities of the (Sub)Committees for the following year.
  • Prepare a calendar for the following school year with as many confirmed dates for all (Sub)Committee events as practicable.

Section 5. Transition Meeting

To the extent feasible, there shall be a meeting of the outgoing Executive Board together with the incoming Executive Board either prior to the termination of the school year or at the beginning of the new school year. This meeting shall be called by the President for orderly transfer of the records to the incoming Officers, if any Officer will be new to the role.

ARTICLE XI: FISCAL STRUCTURE

Section 1. PTO, Inc.

PTO, Inc. is the organizing 501(C)(3) under which Winthrop PTO is established. 

Section 2. Fiscal Year

The PTO fiscal year and term year extends from August 1st to July 31st.

Section 3. Audit

Winthrop PTO finances are regularly reported to PTO, Inc. and subject to audit by PTO, Inc. or its designee. 

ARTICLE XII:  THE PTO COMPONENT OF THE SCHOOL SITE COUNCIL

Section 1. Membership

The School Site Council membership will be determined and maintained in accordance with the guidelines established by the Massachusetts Department of Elementary and Secondary Education

Section 2. Communication of Goals

The Executive Board shall submit to the Site Council prior to the end of the school year:

  • A schedule of PTO targeted fundraisers for the following year.
  • A proposed budget for Enrichment programs for the following year.
  • A list of events with tentative dates for the following year.

Section 3. The School Site Council Representative shall make the results of their meetings available to the PTO.

ARTICLE XIII: AMENDMENTS

These Bylaws shall be reviewed annually at the Executive Board meeting prior to the termination of the school year with the intention of making necessary modifications. A two-thirds vote of the Executive Board is required to change the Bylaws.  Current Bylaws will be made available to the Executive Board at the onset of the school year and to PTO members upon their request. Bylaws are also available on the Winthrop School PTO Website.

ARTICLE XIV: PARLIAMENTARY AUTHORITY

The rules contained in Robert’s Rules of Order shall govern this organization when applicable and not in conflict with these Bylaws.

ARTICLE XV: DISSOLUTION

In the event of dissolution of this organization, any funds remaining shall be donated to Melrose PTO, Inc.
